23. If a family’s landholding is spread across different villages, districts, or states, how will the benefit be transferred, and how is duplication avoided?
The farmer’s family is entitled to get the benefit at one place only. The State Nodal Officers (SNOs) are responsible for ensuring that no duplicate payments are released to any family.
24. If multiple farmer families are recorded on a single landholding, is each family separately eligible, and if so, what is the quantum of benefit provided?
Yes. Each of such farmer families would be separately eligible for the benefit under the scheme, up to the extent of Rs. 6000/- (per family), provided they are otherwise eligible as per scheme guidelines.
25. Will the financial benefits be credited directly into the beneficiaries’ bank accounts?
Yes. The financial benefit under the scheme shall be directly credited into the bank accounts of beneficiaries.
26. Are beneficiaries required to provide their bank account details to avail the scheme benefits?
Yes. Beneficiaries are required to provide their bank account details along with their Aadhaar number to ensure the financial benefit is credited directly. Benefits cannot be given if bank account details have not been provided.
27. Is providing and seeding Aadhaar details mandatory for receiving scheme benefits?
The mandatory requirement for Aadhaar has evolved:
◦ For the 1st installment (01.12.2018 to 31.03.2019), Aadhaar was optional.
◦ For the 2nd installment (01.04.2019 to 31.07.2019), possession of the Aadhaar number was mandatory.
◦ For the 3rd installment (01.08.2019 onwards), Aadhaar seeding of beneficiaries’ data was made mandatory.
◦ The requirement of Aadhaar seeding was later relaxed until 30.11.2019, but the mandatory requirement of seeding became applicable for the release of all installments effective 01.12.2019. States/UTs of Assam, Meghalaya, and J&K/Ladakh were exempted from all Aadhaar related requirements until 31.03.2020.
28. Are States/UTs allowed to provide certified lists of beneficiaries to the PM Kisan Portal in phases or batches?
Yes. States/UTs can provide the list of eligible beneficiaries in batches or phases as and when they are finalized based on the eligibility criteria, and benefits will be released on a regular basis based on these approved lists.
29. Are farmers who own cultivable land in villages located within urban areas eligible for the benefit of the Scheme?
Yes. The scheme makes no distinction between urban and rural cultivable land. Land situated in urban areas is covered, provided that the land is under actual cultivation.
30. Are micro land holdings eligible for scheme benefits?
No. Micro land holdings that are not cultivable are excluded from the benefit under the scheme.
31. Who decides the mechanism for validating the information/declaration furnished by the beneficiaries?
The State/UT Governments are free to decide the appropriate mechanism/authority for the validation of information/declaration furnished by the beneficiary.
32. What is the cut-off date used to determine if ‘minor’ children have become ‘major’ under the Scheme?
The cut-off date for ‘minor’ children becoming ‘major’ is 01.02.2019.
33. Is agricultural land currently being used for non-agricultural purposes eligible for PM Kisan benefits?
No. Agricultural land being used for non-agricultural purposes will not be covered for benefit under the scheme.
34. What is the step-by-step procedure for releasing installments to the beneficiaries?
The procedure is as follows:
◦ Eligible farmers apply with village Patwaris or designated officers/agencies.
◦ Nodal Officers (Block/District level) process the data and transfer it to the State Nodal Officers (SNOs).
◦ SNOs authenticate the data and upload it in batches onto the exclusive web-portal, www.pmkisan.gov.in.
◦ The uploaded data undergoes multi-level verification by the National Informatics Centre (NIC), the Public Finance Management System (PFMS), and the banks.
◦ SNOs sign and upload the Request For Transfer (RFT) of funds based on verified data, detailing the total beneficiaries and amount for that batch.
◦ The PFMS issues a Fund Transfer Order (FTO) based on the RFT.
◦ The Department of Agriculture, Cooperation & Farmers Welfare issues the sanction order.
◦ The amount is transferred to the bank accounts of the beneficiaries (which can be held in Scheduled Banks, Post offices, Rural Banks, Cooperative Banks, etc.), with the entire banking transaction managed and monitored by the National Payment Corporation of India (NPCI) via the PFMS portal.
35. If a registered farmer misses an installment for a specific 4-monthly period, will they be able to receive the due payment later on?
Yes. Beneficiaries whose names are uploaded on the PM Kisan portal during a specific 4-month period are entitled to receive the benefit for that period and all subsequent installments. If they do not receive payment due to any reason (other than rejection for falling within the exclusion criteria), they are entitled to receive the benefits of all the due installments as and when the cause of delay is removed/resolved. For example, if an eligible farmer’s name was uploaded during the April–July 2019 period, they are entitled to receive that installment and all subsequent ones.
